How to Fix Windows 10 not read text file in THAI

1. type  control panal  in   box "Type here to search"   Location  at  left  bottom windows

2. Choose   Clock and Region

3. Choose Region

4. Click  Asministrater Tab

5. Click  Copy settings  

6. Check box  Welcome screen and system accounts and New user accounts   and Click  OK

7. Click Change system locale

8. Select Current system locale  to  Thai (Thailand)   Click  OK  and OK

9. Windows  will  Show  "Restart"   

9. After  Restart  we can Read/Write  Thai  in Notepad   no problem
